The Central City Association invites its Executive and Business Advocacy level members to participate in a wide range of issue-oriented committees. CCA members are movers and shakers who take initiatives from the ground up through completion. The group has a solid track record of shaping policy issues and making plans and projects happen.
    

EXECUTIVE

 

Chair: Steve Weston, WESTON, BENSHOOF, ROCHEFORT, RUBALCAVA & MACCUISH LLP
Meets: First Thursday, 11:45 am, Various Locations

    
Limited to Executive Committee level members and standing committee chairs.  Executive Committee  members lead the organization by making final decisions on major legislation, policies and initiatives affecting business and on recommended candidate endorsements. This committee has oversight on all standing CCA committees.
 
  • Takes positions on public policy issues that affect the business, economic and social climate in Los Angeles

  • Oversees all standing committees

  • Makes endorsements of elected officials at the City, County and state levels

  • Meets privately with key Federal, State, County and City decision-makers

 

ECONOMIC DEVELOPMENT

One of CCA’s most dynamic committees, this committee is currently developing, in conjunction with the DCBID, a business retention and attraction strategy for Downtown Los Angeles that will be implemented over the next three years.

  • Works closely with real estate brokers, hoteliers, developers and representatives from various City departments and agencies to attract business and visitors to Downtown

  • Meets regularly with representatives from the Mayor’s Business Team

  • Provides a forum for developers and stakeholders to present their projects to CCA members

  • Designs programs and initiatives to bring more commercial retail, housing and cultural development to Downtown

    

EDUCATION

Fourth Monday, As Needed, 12:00 pm – 1:30 pm, CCA Conference Room

      

CCA is committed to the long-term health and viability of Downtown and Los Angeles.  As part of that commitment, CCA has supported a variety of retail, commercial and institutional development projects in order to establish a mix of multiple uses and attractions in Downtown.  Public schools and other educational institutions are and must be part of that mix. CCA is committed to the long-term success of, and improvement in, public education, particularly in the development of a capable future workforce.  Downtown Los Angeles, with the largest civic center outside of Washington DC, provides a unique educational opportunity.   

Therefore, CCA has established a set of goals that the committee is actively pursuing:

  • Focus on school siting issues, related to Downtown sites

  • Focus on Charter School development for the Downtown area

  • Focus on education issues as particularly related to Downtown development 

  • Supports policy initiatives that will improve our public schools at all levels

  • Facilitate mentoring programs and partnerships between CCA members and Downtown schools

  • Advocate for more schools Downtown for use as a revitalization tool, particularly schools for the Arts and Sciences

  • Improve tracking and support of state legislation related to Downtown education issues

    

FIGUEROA CORRIDOR

Meets: Last Friday, As Needed, 8:00 am, CCA Conference Room

    

CCA established this committee to develop a master plan for this critical corridor which connects the Exposition Park/USC area to the Central Business District.  This committee will help oversee spin-off developments resulting from STAPLES Center.

  • Provides a forum for stakeholders along the corridor to outline their concerns and explore the linkages between them

  • Currently working with the Los Angeles Department of Transportation (LADOT), Metropolitan Transit Authority (MTA), Community Redevelopment Agency (CRA) and area stakeholders on implementation of the Figueroa Corridor Improvement Project.  Elements of the plan include physical improvements and streetscaping for Staples Phase II  

  • Reviews development projects along the Fig/Flower corridor to determine if they conform to the Downtown Development Strategy

    

LAND USE & GOVERNMENT AFFAIRS

Comprised of developers, land use attorneys and other professionals from the for-profit communities, this committee advocates development-friendly policies as well as the creation of a residential community in Downtown Los Angeles. This committee has taken on recent City policies such as Inclusionary Zoning (IZ), Community Impact Report (CIR) and Affordable Housing.

  • Drafted the “Housing for All: Fair Share Program” as a practical, implementable alternative to mandatory IZ that would increase the production of housing at all levels of affordability, all across the City

  • Drafted two white papers with recommendations about how to streamline the development process

  • Drafted the Downtown Adaptive Reuse Ordinance as a member of the City task force and monitored revisions to this important document as it moved through numerous City committees and departments

  • Works closely with the Community Redevelopment Agency (CRA) and the City’s Building & Safety and Planning Departments

  • Reviews commercial development and housing projects proposed for Downtown

  • Monitors City, County and State legislation that impacts the real estate and development community and takes action when appropriate

    
MEMBERSHIP & PROGRAM

  • Holds brainstorming sessions to recommend speakers and topics for CCA’s monthly General Membership Meetings and other events 

  • Coordinates strategy and creates plans for membership recruitment and retention through the development of benefits and networking

PUBLIC SAFETY, HEALTH & HOMELESSNESS

Created in 2002 kicking-off CCA’s work on our homeless white paper, this committee consists of local service providers, the LA City Attorney and other law enforcement agencies to improve the quality of life in Downtown Los Angeles by enhancing public safety and public health for all those who live, work or visit Downtown, and helping local government create the resources to end homelessness.

  • Develop innovative strategies to improve public safety and quality of life in Downtown Los Angeles.

  • Assist the City of Los Angeles in developing a plan to eliminate homelessness humanely and with dignity in Downtown.

  • Works with local officials and law enforcement on the prisoner release issue and its exclusivity to Downtown

 

SPORTS, CULTURE, AND ENTERTAINMENT

This committee is focused on attracting and enhancing destination venues in Downtown.

 

  • Supports arts, sports, culture, and entertainment as an economic development tool

  • Analyzes individual Downtown projects from the revitalization of historic theaters to expanding cultural opportunities to debating a new football stadium

  • Endeavors to make Downtown the center of culture, entertainment and sports for the entire Southern California region

TRANSPORTATION & INFRASTRUCTURE

Reviews and recommends programs/policies for major transportation and public infrastructure projects and transit systems that maintain the quality of life for residents and a favorable business environment.  These include projects such as Metro Light Rail and LAX, as well as streets, water, power and sewer system .  In addition, the committee works with other committees on developments that support the principles of transit-oriented development and the creation of pedestrian-friendly communities.

  • Reviews projects presented to committee members by representatives from LAX, Metrolink, MTA Rail, Caltrans, Department of Public Works, Alameda Corridor, High Speed Rail and other transportation related agencies

  • Meets with Metropolitan Transit Authority (MTA) and Los Angeles Department of Transportation (LADOT) officials to implement transportation and parking priorities for Downtown

            

URBAN DESIGN: THE ART OF MAKING A CITY

This committee is focused on shaping the look and feel of Downtown’s landscape as it is  transformed by major new developments.  With a committee so rich in professional talent, it has worked extensively with other members in the creation of CCA’s Downtown Development Strategy.
 
  • Works to ensure that all these new projects fit within a larger, more comprehensive vision of Downtown's future

  • Promotes the integration of street, sidewalk, building design, open space, pedestrian connections, and mobility

  • Works toward creating Downtown’s new “look and feel

 
MOVERS & SHAKERS: THE YOUNG PROFESSIONALS OF CCA
 
Advisory Committee

Movers & Shakers: The Young Professionals of CCA was founded in 2004 to build a new generation of civic, business and cultural leaders. Movers & Shakers are professionals in their respective fields such as attorneys, accountants, architects, designers and developers.  Movers & Shakers events are designed to offer younger professionals an informal environment to network with established business people and peers.

The Mover & Shaker membership is designed for the professional in the under 35-age range.  The membership provides “insider” information about the complex dynamics of LA-area business, government, commerce, arts and entertainment through CCA’s resources, committee’s events and other special programs.  This group is the group for successful young professionals in Los Angeles today!
