As part of its effort to fully revitalize Downtown Los
Angeles, CCA organized and educated property owners about the concept of a
BID (Business Improvement District), a tool
used by property owners across the country to take control of their environment. BID's
provide enhanced services, over and above those provided by the government, such as
security patrols, sidewalk maintenance crews, business attraction/retention programs and
consumer marketing campaigns. These services are paid for by a special tax assessment paid
by property owners within a specific geographic area. Passed in 1997, the Downtown Center
BID covers a 65-block area, contributes $4.3 million annually and is governed by a board
representing those who pay assessments. Services began in March 1998.

A healthy business economy in Downtown is critical to the well being of the entire Los Angeles region. CCA's
advocacy efforts and Downtown Center BID's marketing programs work in
tandem to: (1) create a more prosperous business and retail environment, and
(2) transform the image
of Downtown among consumers and investors. CCA and the Downtown Center BID work together
to establish a positive identity for Downtown, attract new consumer markets and fortify
investors efforts aimed at retaining and attracting new business. |
