Assemblyman Mike Feuer Headlines CCA's Executive Committee Meeting


Earlier today, California State Assemblyman Mike Feuer (CA-42nd) discussed with CCA's Executive Committee his legislative priorities for the 2012-2013 calendar year. As the Majority Leader of the California State Assembly and Chairman of the Judiciary Committee, Assemblyman Feuer has played an influential role in drafting important transportation and public safety-related legislation in Sacramento.

Assemblyman Feuer was first elected to represent the 42nd Assembly District in 2006. He has since been re-elected to two subsequent terms in 2008 and 2010. The 42nd District encompasses the Los Angeles communities of Los Feliz, Beverly Hills, Sherman Oaks and Universal City.

Prior to his election to the California State Assembly, Assemblyman Feuer served on the Los Angeles City Council where he chaired the Budget and Finance Committee. In September of 2011, he filed papers to to run for Los Angeles City Attorney.

CCA Leads Fight to Stop Anti-Business Improvement District Legislation in Sacramento


Introduced in the Assembly earlier this year, AB2265 (Hernandez) would have precluded people and firms that organize Business Improvement Districts (BIDs) from contracting with the BID, post-formation. Although the bill was aimed at a controversial Business Improvement District in San Diego, the ill-conceived legislation would have eviscerated the ability of BID-organizers to continue their work. By way of background, CCA was instrumental in getting the initial state legislation passed in 1994 that enabled the creation of BIDs statewide.

With its sustained focus on Downtown’s continued revitalization, CCA was extremely concerned about the devastating impact of the bill, especially in this post-redevelopment era where local government has so few economic development tools available. CCA led the fight to stop AB2265: President & CEO Carol Schatz traveled to Sacramento and met with every member of the Senate Governance & Finance committee, while working closely with Assembly Speaker John Perez’ office.  As a result of CCA’s aggressive and thorough lobbying campaign, the bill is being held in committee.

*  CCA testified before the Los Angeles City Planning Commission, to express strong concerns about a proposed Mural Ordinance that would establish a permitting process for new and existing murals. The ordinance appears to be a one-size-fits-all approach that does not recognize the city’s widely disparate communities and neighborhood contexts. The item was continued to September 13, 2012 for further consideration. Staff Contact: Vice President of Legislative & Legal Affairs, Anne Williams.

*  CCA testified before the Los Angeles City Planning Commission, in support of a Planning Department recommendation against moving forward with a proposed Interim Control Ordinance (ICO) on new “formula retail” businesses in Chinatown. Cloaked in land use policy, the ICO was, in fact, a tactic by organized labor to oppose a small-format Walmart Neighborhood Market that has already received the permits needed to move into an existing but long-vacant retail space.
