Tentative City Council Hearings on Critical Development Issues
This week, CCA received word that proposed policies related to condominium conversions and other housing production issues are being studied and/or may be before Council in early April. CCA is the business leader on development issues and is strongly lobbying for balanced City policies that protect investment in Los Angeles.
Demolitions
- The Planning Department, along with other City departments, will study and report back on the feasibility of imposing an ordinance that would give the City discretion to deny a demolition permit based on the vacancy rate and cumulative effect of demolitions in the immediate planning area. CCA will monitor this item and will continue to fight measures that harm Los Angeles' housing production and economy.
Tenant Relocation
- The condo conversion-related ordinance passed by Council's joint HCED/PLUM Committee in February may be heard by Council as early as
April 4.
As a result of the lobbying efforts by CCA and other business leaders, this ordinance ties tenant relocation fees to income and length of tenancy. CCA will continue to push for an income-based structure.
Moratorium on Condo Conversions in Rosendahl's District
- Councilmember Rosendahl's motion for an Interim Control Ordinance on conversions in District 11 is tentatively set for a hearing in the HCED Committee on
April 3
. CCA's advocacy efforts successfully pushed this item off in the past. CCA will continue to fight this onerous measure.
Ellis Act
- In the coming weeks, Council will consider an ordinance that would extend rent control to new construction built on the site of demolished, rent stabilized buildings. CCA, City representatives, and other stakeholders will meet to discuss the item before it moves through Council. CCA is lobbying to have this issue included in the Los Angeles Housing Department's year-long study on rent control.

CCA's Carol Schatz Speaks at TFAR Press Conference
Councilwoman Jan Perry
held a press conference announcing Council's approval of the revised Transfer of Floor Area Ratio ordinance, which streamlines the process and creates a feasible fee formula for residential developers to purchase density from one site and transfer it to another. This ordinance will provide the City with millions of dollars for affordable housing and public improvement projects, while allowing developers to build more density within Downtown. CCA's President & CEO Carol Schatz spoke at the press conference.
