CCA Urges Members to Attend May 8th Hearing in Opposition to Ellis Act Issue
CCA has led the opposition against a motion that would extend rent control to newly constructed rental units built on the site of demolished, rent stabilized buildings, as this measure would discourage investment and construction of sorely-needed apartment projects. While City Council considered this item in early April, it held the item until the HCED Committee could hear an amendment introduced by
Council President Eric Garcetti
. The hearing on the amendment is scheduled for May 8th.
The amendment would give developers the option of constructing a new, rent stabilized building, or replacing the lost rent stabilized units one-for-one with units that would be affordable to households at or below 80% of the area median income, up to 20% of the newly constructed units.
CCA has formed a coalition of business organizations and other stakeholders, including developers, land use attorneys, and apartment owners, to oppose the item and has led the coalition in lobbying and drafting letters to the Council. In addition, CCA met this week with the offices of
Councilmembers Cardenas
,
Weiss
,
Smith
,
Perry
,
Hahn
and
Wesson
on this issue. CCA opposes the extension of rent control to demolitions and is lobbying to have this issue included in the Los Angeles Housing Department's year-long study on rent control.

CCA's Executive Committee Meets with Board of Public Works President, Cynthia Ruiz
Commissioner Cynthia Ruiz
, President of the Board of Public Works, met with CCA's Executive Committee to discuss the recently-approved state infrastructure bond measures and their impacts on L.A.'s Department of Public Works. Ruiz noted that Public Works is only receiving $20 - 25 million in state bond funding, which is not substantial. Public Works is moving forward with numerous large-scale initiatives, however, including "Keep Los Angeles Beautiful," a recycling education campaign; a bulky item recycling program; the Mayor's Million Tree Initiative; along with the 630 projects Public Works is currently undertaking. This includes the new Downtown Police headquarters and an emergency operations center. CCA has been actively involved in the Keep Los Angeles Beautiful campaign, and several of the large-scale Public Works projects. CCA continues to advocate that more attention be paid to the City's infrastructure, and is very appreciative of Ms. Ruiz for her leadership.
At this meeting, the Executive Committee moved to support the
NBC Universal
Vision Plan, which offers the opportunity to take a fresh look at NBC Universal's 391 acre property. The Committee also voted in favor of
Council President Garcetti's
Affordable Housing Trust Fund finance plan, subject to several proposed conditions.
CCA Committees Meet with Metro CEO Roger Snoble
CCA's Housing, Land Use & Development and Transportation & Infrastructure Committees met with Metro's CEO
Roger Snoble
to discuss Metro's proposed ridership fare increase and congestion mitigation fee. Mr. Snoble said that Metro is facing significant financial constraints, and that there is a pressing need to find additional sources to fund the region's mass transit and roadway system.
The committee voted to support the fare increase, as this will allow Metro to allocate resources to services, as opposed to subsidies, but expressed concerns over the congestion mitigation fee. The congestion mitigation fee places the onus of fixing the region's congestion problem on private developers. CCA has been actively involved in Metro's stakeholder group on the fee, and will be holding additional meetings on this topic in the coming months.

, discussed two trip generation studies that are being undertaken for urban infill development. Current trip generation estimates are based on surveys of suburban development with little or no pedestrian, bicycle, or transit accessibility.

• At Councilwoman Perry's and Council's Planning & Land Use Management Committee's request, the Planning Department and CRA have convened a working group of CCA and other Downtown stakeholders to comment on recently released industrial land use recommendations for Downtown.
CCA opposes the recommendations, which preserve the majority of Downtown's industrial land for industrial use only. The Planning Department and CRA have already asked for written comments, which CCA provided, and are updating their recommendations. These will be presented to the Planning Commission in the coming months.
• CCA convened a working group of Downtown property owners, residents, businesses, and the entertainment community to discuss issues related to filming in Downtown L.A. The group is drafting special conditions that could be implemented to curtail resident concerns. The group will meet regularly until the conditions are finalized.
