CCA's Executive Committee Welcomes Supervisor Knabe, Buzz Aldrin, and the Jules Verne Film Festival

CCA welcomed Supervisor Don Knabe as the guest speaker at the Executive Committee meeting, held at Downtown's historical Los Angeles Theater, owned by CCA member Michael Delijani.   Supervisor Knabe updated the Committee on the County's budget and priorities.  Through Supervisor Knabe's leadership, changes are being made to modernize the County's organizational structure and identify and remedy inefficiencies.  The Supervisor is working diligently to improve public safety by hiring 100 new Sheriff's deputies.  CCA has been a strong advocate for additional public safety and governmental efficiency measures at both the City and County levels, and is appreciative of Supervisor Knabe's efforts.

In addition, Buzz Aldrin , a CCA-honored "Treasure of Los Angeles" and Honorary President of the Jules Verne Film Festival & Exposition, joined the Committee to highlight the Film Festival and announce its upcoming opening in Los Angeles.  Downtown is in need of a first-class signature event and CCA is proud to bring this highly successful five-day film festival celebrating adventure and discovery to Downtown in December 2007.  CCA members are invited to participate in sponsorship opportunities for this event, which will be a driving force in bringing elite actors, filmmakers, and explorers to Downtown.

At the meeting, the Committee unanimously voted to support the Park Fifth Project, proposed by CCA member Houk Development Company .  Located at the corner of Fifth and Olive Streets, Park Fifth will be the tallest residential tower west of Chicago.

The CRA Board's Policy Review Committee discussed the CRA's role in reviewing Transfer of Floor Area Ratio (TFAR) applications.  In the weeks leading up to the hearing, CCA met with CRA Commissioners, staff, and CEO Cecilia Estolano to explain the nuances of the new TFAR Ordinance and advocate against the imposition of additional public benefit requirements on TFAR applications.  

Ultimately, the Committee directed CRA staff to create a list of priorities for the TFAR Public Benefit Payment, and determine whether Agency-desired public benefits, such as local hiring, could be credited towards the Public Benefit Payment required in the Ordinance.  CCA believes this could be a feasible model, so long as developers are not required to pay more than the required Public Benefit Payment, and the Agency-credit program remains optional. 

CCA will be working with CRA staff in the coming weeks to address the issues raised by Commissioners at the hearing.  It is CCA's understanding that CRA Staff will present recommendations to the Committee at its next meeting in July.

• President & CEO Carol Schatz attended the Los Angeles Airlines Airport Affairs Committee, which discussed the airlines' perspective of the LAX Master Plan. 

• The CRA Board's Policy Review Committee will discuss the policy recommendations CCA submitted to the CRA Board at its next meeting in early July.   The recommendations include: (1) Incentivizing Affordable and Workforce Housing Production; (2) Requiring Public Benefits for Financially-Assisted Projects Only; (3) Eliminating Mandates Associated with Discretionary Review; (4) Extending the CRA's Power of Eminent Domain; (5) Revising the CRA's Art Policy to be Consistent with the City's; (6) Hiring Additional Staff / Work with Other City Departments; and (7) Re-evaluating Project Areas.
