CCA Joins City's Housing Element Task Force

CCA was invited to sit on the City's Housing Element Task Force, a committee charged with updating the City's Housing Element, which will be in effect until 2014.  The Housing Element is one of the seven State-mandated elements of a jurisdiction's  General Plan and mandates that local governments "adequately plan to meet the existing and projected housing needs of all economic segments of the community."  CCA is advocating for the City to increase incentives for affordable housing  construction and make its production economically-feasible for the private development community.  


While the Task Force is invitation-only, the Task Force's subcommittee meetings are open to the public. As the outcome of these proceedings will significantly impact housing production in the City, we must ensure that the subcommittees fairly represent the business community.  CCA is actively involved in these subcommittees and urges developers and land use practitioners to attend these meetings.  Please contact CCA's Director of Legislative & Legal Affairs, Anh Nguyen at 213-624-1213 for more information.

Council's Planning & Land Use Management (PLUM) Committee will discuss the City's draft implementing ordinance for SB 1818 (Hollingsworth - 2004), the State's updated density bonus law.  CCA has been advocating for the City to include additional incentives in the draft implementing ordinance, as the current version only incorporates a portion of the incentives  prescribed under State law.  CCA is encouraged that the Planning Department will propose several amendments at the PLUM hearing, which include more flexible incentive options allowing the private development community to fully utilize the density bonus program.

CCA has joined other business organizations in advocating for the Planning Department's proposed amendments.  The amendments include the ability to rent affordable units in a for-sale project; the ability to create more affordable units through decreasing the unit size; and increased FAR in certain commercial zones, among others.

• CCA's Vice President of Legislative Affairs, Veronica Perez Becker, testified in support of the Grand Avenue project and various land use entitlements that were before the City Planning Commission.  The Commission approved the entitlements.   

• CCA's Director of Government Affairs, Tracey Chavira, testified before Council's Trade, Commerce, and Tourism Committee in opposition to a motion that called for a sixth safety study of the LAX north airfield modernization plan.  Safety improvements and modernization are long overdue on the north airfield, and CCA believes that an additional study is unnecessary and will cause undue delay.  CCA is advocating for LAWA to move forward with the EIR process.

• Council's Planning & Land Use Management (PLUM) Committee will discuss a motion presented by Councilmember Weiss that directs the CAO's office to provide recommendations with regard to the City contracting directly with environmental consultants, instead of project applicants hiring their own consultants.  CCA is analyzing the potential implications of moving to a City-contracted system and is following this issue closely.  This hearing will take place, along with the hearing on the SB 1818 implementing ordinance, on Tuesday, June 19th at 2 p .m. in City Hall, Room 350.
