2nd Hearing on ACLU-LAPD Settlement Agreement in
Council Within Two Weeks
It appears that within the next two weeks, the City
Council will be holding a much-awaited second hearing on the proposed
ACLU-LAPD settlement agreement regarding Los Angeles' ordinance barring
sleeping, sitting, or lying on public rights of way at City Hall.
The City Council voted in closed session in
September to reject the initial proposed legal settlement agreement that
would have allowed individuals to sleep and set up encampments on Skid
Row's sidewalks from 9 p.m. to 6 a.m.
Councilmember Jan Perry
and CCA led the charge against the agreement, which
would have set an unconscionable precedent that would further devastate
the grim landscape of Skid Row.
Although details of the proposed settlement
agreement are not yet public, to our knowledge, there are no changes in
the boundaries or hours of enforcement. There is some talk of
vacating the 9th Circuit decision, but it is unclear if that is possible
without the Court's permission.
This is an important issue for CCA and the thousands
of residents, property owners and businesses in the region.

R
CCA was pleased to co-host fundraisers this week in
support of
Councilmember Wendy Greuel's
re-election campaign and Measure R, which will
strengthen the City's ethics laws and increase term limits for city
councilmembers.

guests welcomed Councilmember Wendy Greuel to Pete's Cafe on Main
Street to honor the work she has done as a first-term Councilmember
and support her bid for re-election. Councilmember Greuel has been a
champion on important business issues, including reforming the City's
business tax. CCA is very grateful to her for her dedication to the
City. Councilmember Greuel serves the 2nd District, which stretches
from Hollywood Hills to Verdugo Hills, and is currently President Pro
Tempore of the Council.
CCA also co-hosted a fundraiser in support of
Proposition R at the Staples Center this week. The fundraiser

R and extending term limits.
CCA Welcomes New Vice President of Legislative
Affairs, Ms. Veronica Perez
CCA is pleased to introduce
Ms. Veronica Perez
, CCA's new Vice President of Legislative
Affairs. Veronica joins us from the City Attorney's office where she
led the American Dream Program, which revitalizes vacant
nuisance properties into housing, businesses, and other productive
uses. Veronica has also worked as an attorney for DLA Piper
Rudnick. She holds a J.D. from Columbia University School of
Law and a B.A. from the University of Nevada, Las Vegas.
We are very pleased to welcome Veronica to
the CCA team!

* CCA's Carol Schatz and members Kate Bartolo
(KOR Group), Mark Tarczynski (CB Richard Ellis) and Ken
Kahan (California Landmark Group) met with Councilmember Tony
Cardenas and Joseph Avila, Chief of Staff for Councilmember Jose Huizar to
discuss the negative consequences that an ICO on condo conversions would
have on the development community and suggest ways the City can increase
its supply of affordable housing.
* At the request of several prominent City
officials, CCA staff is putting together a brief white paper on citywide
development reform recommendations, which will be presented to CCA's
Housing, Land Use & Development Committee at its next meeting on
Tuesday, October 17th. This is the outgrowth of an in-depth
conversation the Land Use Committee held on development reform last
month. CCA is the business community's leader on
development reform, initiating numerous reforms through its work on
housing.
* CCA staff testified in support
of Urban Partners' Herald Examiner Project. This project
promises rehabilitation of the historic 1913 Herald Examiner building
and will include 587 new residential condominium
units, office space, and restaurants and retail
space.
* CCA staff attended a hearing in support of South
Group's Figueroa South Project. This project will include 648 condo
units, ground floor retail, restaurant and entertainment. It will
incorporate sustainable materials and is expected to be LEED
certified.
