Speaker Nunez Meets with CCA about Infrastructure Bonds
Assembly Speaker Fabian Nunez met with CCA members to discuss the importance of the statewide infrastructure bonds that are on the November ballot.  According to Nunez, Los Angeles stands to gain close to 40% of the transportation and development dollars.  The bond measures allocate funding to transit oriented development, which will provide development dollars directly to Downtown Los Angeles.  Developers will have the opportunity to access funds directly from the state and also through local jurisdictions.   
While Nunez noted that these measures are "getting lost in all of the clutter of the election," he is optimistic that advertising over the next two weeks could make a difference on election night.  There is no organized opposition to the measures, and, as Nunez mentioned, this is the one issue on the ballot that has bipartisan support.  CCA has been a supporter of the infrastructure bond since the campaign's inception.    
Nunez also joined in CCA's strong opposition to Proposition 90 (eminent domain) which could have a severe impact on the state's economy.  
 
CRA's Estolano Meets with CCA's Land Use Committee
CCA's Housing, Land Use & Development Committee met with Cecilia Estolano, CEO of the Community Redevelopment Agency (CRA) this week.  Ms. Estolano spoke about her priorities at the CRA.  Specifically, she discussed creating high wage jobs, building homeownership opportunities, fostering "green urbanism," and placing a high priority on the development of South Los Angeles.  Ms. Estolano hopes to create a soft-second loan program to help homebuyers in South L.A. and create more parks and green space around the City. 
This was an important meeting for CCA's Housing, Land Use & Development Committee, which has been focusing on development reform and industrial land policy.  The committee spoke with Ms. Estolano about the requirements the CRA has put on privately-funded development projects and the negative impacts the City's industrial land study is having on the development community.  CCA created and circulated a white paper on industrial policy earlier this year and is in the process of drafting a white paper on development reform. 
Next month, the Housing, Land Use & Development Committee will meet with Mercedes Marquez, General Manager of the Los Angeles Housing Department.  The meeting will take place on November 16th. 

 

• City Council will be holding a second hearing on the ACLU-LAPD settlement agreement related to encampments on Skid Row on FRIDAY, OCTOBER 27th.    To CCA's knowledge there have been no changes to the boundaries or hours of enforcement and we are asking you to join in CCA's opposition to the agreement at the hearing.   

• CCA staff recently met with Cecilia Estolano, CEO of the CRA, to discuss concerns over the CRA's Downtown Los Angeles Parking Management Ordinance Implementation Project.   CCA will be holding a meeting on Oct. 25th with the CRA and Downtown stakeholders to discuss the study in further detail. 

• President & CEO Carol Schatz, along with other business leaders, made calls to Council President Garcetti's office this week in order to secure a postponement of a trio of ordinances affecting hotel operations near LAX.  The ordinances include living wage and worker retention issues, and could set a negative precedent for the City. 

 • CCA met with Lisa Trifiletti from Councilmember Weiss' office to discuss the negative consequences of the proposed ICOs on condo conversions.  CCA will be meeting with Councilmembers LaBonge, Smith, and Greuel in upcoming weeks.
