Congresswoman Roybal-Allard Visits Executive Committee at California Endowment; Takes CCA Shopping
Congresswoman Lucille Roybal-Allard
, representing California's 34th District (including Downtown) joined CCA's Executive Committee this week at the
California Endowment
to discuss transportation issues, homelessness, and her efforts to bring more funding to Los Angeles. As a prominent member in the House Appropriations Committee, Roybal-Allard noted her success in garnering significant financing for vital projects in Downtown, including: St. Vibiana's restoration, the Broadway Theatre District, the Federal Courthouse, the Red Car Feasibility Study, and the L.A. River revitalization plan.

CCA Meets with LADOT's Gloria Jeff
CCA's Transportation & Infrastructure Committee was pleased to welcome
Ms.
Gloria Jeff
, General Manager of the Los Angeles Department of Transportation (LADOT), to a meeting at the Wilshire Grand Hotel this week. Mayor Villaraigosa appointed Ms. Jeff to run LADOT early this year.
Ms. Jeff addressed transportation issues affecting
Downtown, including the challenge of one-way streets, parking, and public transit within the City Center. Her aim is to create "livable streets" that create a sense of place. To this end, she is working to increase public transit options throughout the City, improve current infrastructure, create safer streets, and fight congestion. According to Gloria Jeff, "Nothing happens until it moves." CCA has set up a small group meeting to follow-up with Ms. Jeff on the priorities she has set forth for Downtown.

CCA Asks for Your Vote on Tuesday, November 7th!
CCA asks for your support at the polls on Tuesday, November 7th. This is a critical year for the Los Angeles business community. In particular, the passage of Measure H, the $1 billion affordable housing bond, would ease the affordable housing crisis in Los Angeles. CCA has been actively campaigning for Measure H, including holding a major fundraiser in late September. Below is an overview of the positions approved by CCA's Executive Committee.

• The Planning Department and CRA are holding a workshop on November 14th to present findings and recommendations related to Downtown's industrially-zoned land. CCA urges you to attend this workshop. Studies released earlier this year for West L.A. and Hollywood recommend preserving the majority of industrial land.
The workshop will be held at the Japanese-American Cultural & Community Center (Little Tokyo); 5:30-8:30 p.m. on Tuesday, November 14th. The Community Center is located at 244 South San Pedro St., L.A., 90012.
• The ACLU-LAPD settlement agreement will be heard by the City Council on Tuesday, November 14th. CCA urges you to attend this hearing at City Council. The meeting begins at 10 a.m.
• CCA's Housing, Land Use & Development Committee submitted preliminary recommendations on development reform to Jane Usher, the President of the City Planning Commission, today. CCA will be revisiting this topic with other business organizations in the coming weeks.
• CCA's President & CEO met with Councilmembers Greig Smith and Wendy Greuel to discuss the negative consequences of the proposed ICOs on condo conversions and to propose alternative, viable solutions to LA's affordable housing problem.
• CCA staff testified at HCED this week in opposition to the proposed condominium conversion ICOs.
• CCA staff attended the grand opening of the Skid Row Housing Trust's Rainbow Apartments near the corner of 6th and San Pedro. Rainbow Apartments is a newly constructed, permanent supportive housing project with 87 efficiency units and 2 managers' units. CCA member
IDS Real Estate
provided a significant amount of financing to make this project feasible. This is another example of the important partnership between the for-profit and non-profit development community to aid Downtown's homeless population.
• CCA staff attended a meeting regarding the creation of a Congestion Mitigation Fee. CCA has significant concerns about additional fees and will be discussing the issue at the next Housing, Land Use & Development Committee meeting on November 16th.
