Prop 13 Split Roll Ballot Initiative

Join us to discuss the California Tax on Commercial and Industrial Properties for Education and Local Government Funding Initiative (Split Roll) which will be on the November 3, 2020 ballot. This item is initiated as a constitutional amendment so only requires a simple majority to be approved. The ballot initiative would amend the state constitution to require commercial and industrial properties, except those zoned as commercial agriculture, to be taxed based on their market value. Residential properties would continue to be taxed based on purchase price. Mixed-use residential properties will be treated as commercial and industrial properties and multi-family properties that are 100% residential will be treated as residential and not have taxes reassessed.

State Housing Bills Update

CCA members are invited to learn more about some of the most significant proposed housing bills of the 2019 legislative session. As the housing crisis continues to escalate the state legislature has taken a more active role. In the past CCA has supported bills that aim to streamline and increase housing production like SB 50 but there are also housing bills being proposed to address issues related to rent control and demolition such as AB 36 and AB 1729. In addition, ACA -1 is being proposed that would allow local jurisdictions to levy a property tax greater than 1% of a property’s value and reduce the vote threshold for approving such a tax to 55%.
