SB 743 Implementation: LOS to VMT Transition

The City of LA has updated how it measures traffic impacts in accordance with rules established by SB 743, approved in 2013. Future development projects will be required to measure traffic impacts using the vehicle-miles traveled (VMT) metric, replacing level of service (LOS) in most cases. This change is expected to favor infill development in dense, transit-oriented communities like Downtown, and is intended to better incorporate the needs of all road users. This proposal was recently approved by the City Council. Join us to learn how it will impact new development.
