Housing Element Implementation and Rezoning Program

Following the 2022 certification of the 2021-2029 Housing Element, City Planning has been working to develop and implement the programs identified in the Plan to House LA. The Plan identified that there is a significant housing need in Los Angeles, reflected by high rents, overcrowded conditions and increasing housing instability. The Housing Element Rezoning Program aims to address Los Angeles' significant housing needs, for the City to provide greater housing access and meet its state housing obligations. The Rezoning Program consists of several different implementation programs, including the Citywide Housing Incentive Program (CHIP) and Community Plan updates. Site Plan Review Ordinance

City Planning is proposing to amend the Site Plan Review (SPR) Ordinance to exempt deed-restricted affordable units in the SPR threshold calculations. This amendment is being proposed in response to City Council direction and in furtherance of the goals of Mayor Bass’ Executive Directive (ED) 1 to accelerate and lower the cost of building affordable housing and temporary housing. The goals of the proposed amendment are to promote cost-effective strategies and reduce the need for affordable housing projects to request planning entitlements and to expedite their approval to address the housing crisis. Adaptive Reuse Ordinance Updates

As part of the Housing Element Implementation and Rezoning Program, City Planning is updating the Adaptive Reuse Ordinance and expanding it citywide. The updated ordinance will remove process barriers and streamline the conversion of vacant office and commercial properties into housing, allowing more flexibility, the conversion of hotels to residential uses, and the inclusion of more recently constructed buildings.
