STATEMENT: DTLA 2040 Community Plan Approval by PLUM Committee

LOS ANGELES – CCA CEO Nella McOsker issued the following statement on LA City Council PLUM Committee’s Approval of the DTLA 2040 Community Plan:

“CCA is pleased that some of the plan’s strengths, like the updated adaptive reuse policy and more areas zoned for housing, are intact. We also appreciate the committee members for raising the potential for mixed-income housing in Skid Row, which will provide an opportunity to foster a healthy, integrated community.

However, we are disappointed that the committee did not support more of the advice provided by City Planning or their hired experts regarding Chinatown and the Fashion District.

It is also disconcerting that more discretionary review by way of conditional use permits for hotel development will now be required across the entire plan area. This policy runs counter to DTLA 2040’s economic development goals and keeps elected officials involved in planning decisions.

The plan will be heard next by the full City Council. At that time, we hope councilmembers will consider removing Site Plan Review and height requirements from the plan. These policies are unnecessary barriers to housing creation near our region’s mobility hub – the best place to increase density.

I thank the 30 partners and CCA members who waited for hours to make their voices heard at yesterday’s meeting. Many of you did not get to speak due to a time-limited public comment period.

Moving forward, CCA will continue to drive a vision for Downtown’s future that welcomes transit-oriented housing that is affordable for people of all income levels, supports Downtown’s economy and increases transparency in the development approval process.”
