“CCA applauds Mayor Bass on Executive Directive 7 (ED 7) to help streamline housing production for all income levels in Los Angeles. Mayor Bass’s ED 7 strongly aligns with CCA’s priorities to cut down discretionary processes and reduce permitting wait times to alleviate our housing crisis. This is precisely the kind of public private collaboration that shows the City's commitment to keeping investment and development here in LA.”
As CCA continues to lead on the next iteration of adaptive reuse, ED 7 will help amplify the positive collaborations CCA has with key departments on this issue. To date, CCA has met with the following government partners on adaptive reuse:
- Deputy Mayor of Economic Development Rachel Freeman
- Osama Younan, General Manager of Los Angeles Department of Building and Safety
- Vince Bertoni, Director of Los Angeles Department of City Planning
- David Perez, Deputy Chief and Bureau Commander of the Fire Prevention Bureau, Los Angeles Fire Department
Mayor Bass is meeting the urgency of this moment and making sure we have important tools at our disposal as we work to increase LA’s housing supply. This ED calls for action on CCA’s key areas of advocacy such as:
- Calling for recommendations to reduce the need for discretionary review of housing projects.
- Requesting the preparation of a draft ordinance to raise the site plan review threshold.
- Exploring CEQA streamlining tools to meet the City’s Regional Housing Needs Assessment (RHNA).
- Proposing ways to better encourage the development of for-sale housing, including condominiums.
- Assessing current building code requirements that are impeding the conversion of existing buildings into housing.
- Accelerating the ongoing development of technological initiatives such as BuildLA and the LA Permitting System.
- Expanding Development Service Center counter services.
- Improving upon timeframes and coordination of permitting development projects.
