LOS ANGELES (December 13, 2023)- Central City Association of Los Angeles (CCA) released “RISE Cross-Sector Collaboration to Chart DTLA’s Resilient Future”, a roadmap for Downtown economic recovery. This report issues a series of policy advocacy and strategic programming priorities put forth by the RISE DTLA Task Force convened throughout 2023. The priorities were organized under four strategic pillars:

  • Reinvigorate public spaces.
  • Incubate economic opportunities.
  • Strengthen public safety and wellness.
  • Envision Downtown’s vibrant future.

“The actionable steps recommended by the RISE DTLA Task Force are the result of deep cross-sectoral collaboration,” said Nella McOsker, President & CEO of CCA. “I am grateful to our broad base of members and civic leaders who have put their minds together to ensure we increase the resiliency and vibrancy of Downtown Los Angeles. I look forward to continuing this work through the various working groups and initiatives that have stemmed from this collaboration.”

The Task Force's members included business and civic leaders in the region and was formed in response to the pandemic-induced trends observed in DTLA. The Task Force has been broken into smaller working groups to help with the implementation of the report. Working groups include: Adaptive Reuse, Return to In-Person Work, Tourism and Arts.

Each of these working groups have been working with relevant public sector counterparts including the Mayor’s Office, LADBS and LAFD.

Additionally, to bolster its existing policy committee structure and tackle the laid-out priorities, CCA is launching a new Tourism & Economic Development (TED) Committee in 2024.

“As Downtown L.A. continues working towards full economic recovery, CCA is laser-focused on advocating for policies and programming that help our city center thrive,” said Edgar Khalatian, head of Mayer Brown’s land use practice and CCA Board Chair. “This report will continue to guide CCA’s work and is informed by our city’s brightest minds.”
