“The decrease in City's homelessness numbers is a notable change in trajectory in what has been years of significant increases. This is a testament to the recent, unprecedented government collaboration. Yet we still have a long way to go before we can say we have made a significant dent on this crisis, especially in Downtown Los Angeles, which remains the epicenter of homelessness. Now more than ever we need to evaluate what is working, bring it to scale and cut anything else that is deemed inefficient."
