“CCA is thrilled to celebrate the culmination of a decade of advocacy with the City Council’s approval of the DTLA 2040 Community Plan following the form and legality review. As the neighborhood best equipped to handle the density needed to tackle our housing crisis, we are pleased that the plan doubles the area where housing can be built by-right, jumpstarts more adaptive reuse development and supports inclusionary zoning in Skid Row. Thank you to all our CCA members who have been deeply engaged in this process. While the plan is not perfect, CCA’s advocacy helped achieve significant wins such as:
- Increased development capacity across much of Downtown
- More by-right development approval
- No parking requirements, supporting project feasibility
- More flexibility for converting buildings
- Regulations tailored for dense urban infill, like unlimited density and changes to open space calculations
- Streamlined approvals for food and beverage businesses in targeted areas
- Encouraged creation of public open spaces and community facilities with new development
