LOS ANGELES (JUNE 9, 2025) – CCA PRESIDENT AND CEO NELLA MCOSKER ISSUED THE FOLLOWING STATEMENT IN RESPONSE TO CIVIL UNREST IN DOWNTOWN LOS ANGELES:
Immigrants are part of the fabric of Los Angeles. This is especially true in Downtown, from those who own the corner sandwich shop to those who keep our office buildings secure and clean. Recent federal ICE raids undermine the safety and economic prosperity we strive for across L.A.’s neighborhoods.
Downtown is a natural place to gather in protest, but it’s often forgotten that Downtown is a neighborhood, not just a vacant civic center. It’s home to over 90,000 residents, thousands of daytime workers, and numerous small businesses.
There should be zero tolerance for destructive behavior in Downtown. Angelenos are capable of standing in unity and holding the complexity of multiple truths at once. But we must condemn violence, chaos, and criminal activity in all forms.
In anticipation of ongoing protests, CCA has compiled relevant resources below.

Get Advice and Support as Needed: If you see something concerning, say something. Local LAPD Senior Lead Officers are on tactical alert right now and LAPD is only able to prioritize the highest priority call; however, you should still call to report any concerning activity you witness. You can also reach out to your local Business Improvement District (BID), if relevant, to report minor street-level issues or concerns and seek support.
Create a Safe Streetscape: Notify City Council District 14 if there is unsecured debris, trash, or other material that may pose a risk or become a hazard in a crowd-like environment. Call 213-473-7014 to connect with CD 14 directly.
